Its chief protagonists are two established and respected federal water resources organizations—the United States Army Corps of Engineers (USACE) and the Dutch Rijkswaterstaat. Founded more than 200 years ago, both organizations have a complex institutional history.\nThese histories are geographically and culturally specific, but overlap in substantively important ways.
