In 'China Goes Global: The Partial Power', eminent scholar David Shambaugh argues that while China's global presence has expanded dramatically, its actual influence remains limited, making it a "partial power" rather than a true global superpower.
Shambaugh asserts that China's global footprint is "broad but shallow". Although China is active in nearly every region and functional sphere, it often lacks the ability to shape international outcomes or lead global initiatives. The book systematically evaluates Chinese power across several dimensions:- -Diplomacy: Shambaugh describes China’s foreign policy as "risk-averse" and "reactive," focusing on narrow national interests rather than global leadership. -Economics: While China is a global economic giant, its power is primarily commercial. It possesses vast resources but often fails to convert this wealth into strategic political leverage. -Military: The People's Liberation Army is growing in strength but remains largely a regional force with limited power projection capabilities compared to the United States. -Culture (Soft Power): Despite heavy investment in propaganda and Confucius Institutes, China's "soft power" remains weak, with its cultural and ideological values finding little traction globally. Shambaugh concludes that China is not yet ready for global leadership and is more accurately viewed as a "middle power" or a regional giant rather than a peer competitor to the United States. |
